This was 2011 Chevy Impala, the power steering pump constantly whining, previous owner replaced one used pump and one new and the news still there, So after replacing the clamp as it shows in the video the whining completely gone, the first step I used to remove the trapped air in the line was raising the car and have both front wheels off the ground and turning the steering wheel left and right while the engine is off.
This fix applies to most GM vehicles
step one: I replaced the clamp
2. fill the power steering reservoir with power steering fluid to the full cold level.
3. raise the front wheels off the ground.
4. install vacuum pump on the power steering pump, Note: it can be done without a pump but will take longer time to get the air out.
5. while engine is off, turn the steering wheel lock to lock left to right couple of times. with the pump you notice the air bubbles evacuating until no more bubbles.
6. lower the vehicle back to the ground, check fluid level and start the car.
7. While the engine running turn the steering wheel left to right until the noise go away while making sure the fluid level is to the appropriate level mark taking in consideration the temperature.
8. turn the engine off and check fluid level again, add as needed.
