Making your own idle speed control circuit is easier than it sounds as ready made boards can be wired together to do this, that are now very cheaply available on eBay.
We use a stepper motor control board and a pulse generator board with a few simple switches and a very small number of components.
Most car use stepper motors to control the ideal speed in cars. Normally controlled by the car ECU. Sometimes that can go wrong and a manual control is desirable. Here is that manual control. Inside the car you have a push switch to increase or decrease the idle speed. The parts cost is around £10 or $15 for the boards and other bits.
