Journalist and photographer Alexey Govorkov, under the pseudonym Caesar, exposes the facts of police and official arbitrariness on the Internet. Being quite well-known on the Web, Govorkov gives wide publicity to another case, which he unwittingly witnesses. The police authorities, hoping to whitewash the honor of the uniform, make an unexpected decision: to include Caesar in the investigation team as an observer, so that he would show the activities of the police from the inside. Throwing only the simplest and most obvious cases to the group, the Ministry of Internal Affairs did not suspect that under the sharp gaze of the photographer, seemingly obvious investigations open from unexpected sides.
